Looks like... I don't know... looks like... sadness?
That's not a mutant. It's a cyclops-monkey-cat from the Paelolithic era. The gene is recessive in all cats and will pop up every so often.
It's the result of a cyclops from Greco-Roman times that liked to breed cats with monkeys and sleep with both. You can learn more about it at your public library.
